The Commission consists of a chairman and ten members. The terms and conditions of service of chairman and members of the Commission are governed by the Union Public Service Commission (Members) Regulations, 1969. The Chairman and other members of the UPSC (Union Public Service Commission) are appointed by the President of India. At least half of the members of the Commission are Civil Servants (working or retired) with minimum ten years of experience either in Central or State service. Source

The Commission is serviced by a Secretariat headed by a Secretary with two Additional Secretaries, a number of Joint Secretaries, Deputy Secretaries and other supporting staff.

Main functions of the Union Public Service Commission :-
1. Conduct examinations for appointment to the services of the Union.
2. Recruitment (Direct) by selection through interviews.
3. Appointment of Department officers on promotion, deputation and through absorption.
4. Framing and amendment of Recruitment Rules for various services and posts under the Government.
5. Disciplinary cases relating to different Civil Services.
6. On any matter referred to the UPSC, they can directly Advice the Government by the President of India.
